A Community Media retreat was held in Muizenberg to reflect and discuss the future of the sector and beyond. The retreat deliberated on various critical issues and honestly reflected on the status of the future and the opportunities on offer. Some of the tangible outcomes discussed for 2009 is a Peoples Media Mind Blast for the sector and civil society organisations in December 2009.

2008 Free State Community Media Awards a success
The third of November 2008 marked a very important day on the calendar of Free State Community Media. It was the first ever community media award ceremony organized by the Government Communication and Information System (GCIS) and Mangaung Local Municipality (MLM). It is also the first of such events organized at provincial level.
AMARC AFRICA’S Fourth Pan-African Conference to be held in Ivory Coast
The AMARC Africa Board announced earlier this week that their fourth Pan-African Conference will be held in Côte d’Ivoire in April 2009. Which will be hosted by their members, the “Union des radios de proximité de la Côte d’Ivoire”.

The NCRF office has finalised an agreement with the National Independent Electoral Commission.
Representation of Women in Media Dialogue
Constitution Hill in partnership with the NCRF will be hosting a Women in Media Dialogue on 11 November 2008.
SAMRO responded to the NCRF submission on tariff structure for community sound broadcasters
SAMRO submitted a draft new fee structure to NCRF in responding to concerns raised by the sector on the formula used in the current tariff structure. The draft fee structure no longer considers gross income, but rather use listenership total as a denominator. The NCRF will respond by the 14th of November and as soon as members has submitted their comments.
IEC and NCRF Partnership agreement signed and Implementation kick off in Gauteng province
The NCRF CEO and IEC deputy CEO agreed that NCRF be appointed service provider to implement provincial workshops on preparation for the 2009 Elections by the Community Radio Sector. The first workshop held in Gauteng province on the 29th and 30th October was well attended by community radio stations. The following provinces for this year will be Northern Cape, Limpopo, KZN and Mpumalanga.
NCRF and DPLG partnership discussions gains momentum
The NCRF and DPLG agreed to partner in implementing the Multilingualism program starting with a pilot in the Eastern Cape. The Eastern Cape Community Radio Forum hosted a workshop in Cala early in November to develop an implementation startegy.
Good News for New Licence Applicants
Icasa confirmed that the moratorium on new licence applications and renewals has been lifted with immediate effect. Also that ICASA will start processing backlog of applications.
NCRF and IEC confirms Community Radio participation in 2009 elections campaign
NCRF and IEC confirms community radio as platform for broadcasting IEC 2009 registration messages. Broadcasts for this campaign will start on the 13th of October to the 9th of November.

Written Word from the CEO
The NCRF have a Charter that binds all its members that subscribe to it to diligently implement it. In this edition of our news letter I want to urge stations to again go back to that charter and critically read through it in order to give feedback on its relevance.
